US and Australia, have huge underpopulated areas. We need to learn how they provide medical care to their citizens. Helicoptors? Small planes? Or better pay and conditions to draw young doctors to the areas.
2. Cheap Housing and availible services and watch it grow.

So many people are looking for cheap housing in Israel yet no one thinks to offer it in these areas.

There are shortages of physicians in every rural region. Unfortunately, the Health Ministry of Israel effectively blocks immigration and licensing of non-Jewish physicians. I am an American trained, board certified, experienced, family practioner who has applied for Israeli licensure and have been denied for this reason. I would be happy to provide care in the Arava region if it was offered to me.

So, here's the non-government answer. The regional council should budget medical school costs for a doctor, and then obligate him/her to x years service in the region, living on one of the Kibbutzim - probably Yotvata. It's the same premise as the 90s American TV show "Northern Exposure".
