simple: Speed up the assessmentsand follow up immediately with a Court decision and if one party is found to be deceptive or lying, bring that finding into the the legal remedies, i.e., penalty for perjury and advantage to the non-deceptive parent in terms of custody & access with counselling for the children whose lives have been turned inside-out by the alienating parent. Once it becomes known that the alienating parent will pay a huge price for his/her decptions and active use of alienating his/her children, the number of such cases will significantly diminish. One of the most advanced professionals in the field is Dr. Barry Bricklin. I would suggest reviewing his literature as well as the late Richard Gardner's to learn more, Charles. Hope this satisfies you.

Whatever one believes about the particulars of this case: This will be as common as it is as long as institutions do not take care to protect all concerned. The institution here is clearly not taking accusations seriously, and on the contrary is trying to rubbish potential victims of the abuse of rabbinical authority. The institution is also not protecting its rabbinic staff by implementing what are now normal procedures to guard against abuse or maraat ayin. Truth is that this is widespread in religious institutions which construct themselves as countercultural: staff are defended as if the integrity of the faith depended upon it. And this gives credence to those who despair of finding justice in Israel, a despair which lies at the bottom of the compromises forged by Takana.

already oversimplified it for the sake of the forum (and mostly, you). Because each case has a different spin, your question can only be properly answered in the context of a particular case. You might try further study if it's of continuing interest or contact me personally if you have specific questions or require some clarifications. I am far more familiar with Canadian and American legal procedures than Israeli, incidentally.
