Deciding where schools are built is a function of government. It is being exercised by the Israeli government. And Israel claims to not be an occupier of Gaza. There are more ways to exercise functions of government than having troops present. You also deny them 33% of their arable land. And you decide if they can treat the sewage.

israel has totally left gaza except for the buffer area inside gaza that it controls and of course the air above gaza and the coastal waters which israel controls and any commerce into or out of gaza and can also stop any building inside gaza that it doesn’t want yet some posters here continue to claim that israel has no control over the people of gaza and all their hardships are their own making! how on earth can the people of gaza have control over their own lives if israel continues to act as a prison warden and controls land air and water inside gaza, people and goods coming into and out of gaza and what is built inside gaza?

keep schools far far away from possible targets...but ya know do gooders will complain about this too...... its no win for israel

... worry about building schools in Darfur, Somalia, the Ivory Coast, Liberia, Sierra Leone, Tanzania, Uganda and all the other places which have far larger populations of refugees than does Gaza? The UNRWA is a phony organization. They devote 90% of their funding to the "Palestinians," when it could be put to far better use in so many other places; places where refugees go hungry and uneducated.

You might look up UNRWA and see what the initials stand for. All those African places are not in Palestine.
