This index is based on perception not on facts. The perception of corruption is very different across countries. In fact, there is much more real corruption in most European countries than in Israel.

What criteria is the OECD utilising to measure so called corruption as the abuse of entrusted power for private gain is rather vague.Going by this criterion Russia with it,s ex-communist KGB Putin and cronies should be the number one ranked most corrupt state with Pakistan,Afghanist an ,Lebanon and most of the Arab world right behind as a few filthy rich oil sheikhs abuse their countries oil and natural gas to the limit .

1) Jews were persecuted for centuries and the only way to get what they want - spared or let live - from the governments was bribe. If you have few centuries the same practice - you expect that you will change in 50 years? 2) Since the tactic "Take Jew's money - start antisemitism for not paying back" was very popular in old and middle ages, Jews learned to rely only to another Jew - at least he will not kill you for being a Jew! Hence, even today, Jews naturally go to Jews, without even knowing why. 3) Torah commands of "you cannot give usury to your brother, but you can to a stranger" and "you cannot give unkosher meat to your brother, but you can sell it to stranger" were the modus vivendi with Gentiles. Which was GOOD - Goyim did not allow us to have land, horses, agricultural land etc, and since working with money was considered "low" and "filthy", who better to have it then "filthy Jews". So, since we could not earn our living on "decent" way, the usury was the only way to live. Today the world is different - but do you really expect that a mentality can be changed in 10 years? 4) There is a big animosity via Ashkenazi-Sefardi, secular-haredi etc, and I personally encountered many Israelies who "would not like to work with Marrocan or Ashkenazi" or with "Sefardi" etc. To place a minhag in front of quality is not unheard among Jewish circles - also a good soil for corruption. In the future, we will all be Ashkefardi (ASHKEnazy+SeFARDI) but that time is still here. We have to learn that either. 5) Corruption in general among small nations is bigger than in larger. It was and is a way against assimilation. Ok, you can ask why are we then doing this towards our own state and government - the answer is above. :)

"Gimel" Shas, Meretz, BB, Barak, Olmert, New Israel Fund, our activist Supreme Court, Biased university professors, Mashgiah Kashrut, the Rabbinate, The Histadrut, Ministry of industry and labor.... I don't like it but with the above list I have to agree we have to do something and lets begin with the electorate that say "and what will you do for me?" or "And what money will you syphon off towards me?" Lets take responsibility. Only less government and more rights to the people (and a constitution) can reduce corruption (because 1. bureaucrats will have less control and 2. because we would have more freedom to vote corruption out.) Right now we have a system where the treasury is a charity and groups like the Rabbinate and Histadrut look out for their own power and not welfare of membership.

my daughter told me that think what I will, Israel is a mideastern country. I am always reminded of her remark. Coming from Canada, the contrast is especially remarkable. My personal experiences are such that one must always be guarded in Israel when it comes to buying goods or services, from automobiles to taxi rides. Jews also con Jews. This is not one of the most lovable aspects of life in Israel. That we are low in ratings for honesty (non-corruption) comes as no surprise to me; that Canada is high is also no surprise. I am very attached to Israel but one must see it for what it is.

These figures distort reality. Out of 178 countries polled Israel ranked 32 thats a pretty good standing. There is of course room for improvement but 32 is low. As for the OECD ratings 22 out of 33 isn't amongst the most corrupt its in the middle. Israel has also only joined the OECD recently so for such a new member its not a bad position to start from,. One of Israel's biggest problems which leads to corruption is the system of coalition government. There are currently 12 parties with Knesset seats and 7 of them are part of the coalition. Coalitions are based on pay offs which is why small parties have a disproportionate amount of power and influence. We need 4-5 large parties whose members are directly elected with a constituancy to hold them directly responsible for their actions. rather than a party list system and the party with the most seats runs the country alone not in coalition. Coalition government encourages corruption.
