To raise or give money in US for illegal activities abroad is a crime under US laws,, as many Hamas backed charities have learned. If US finds that a Jewish charity is giving money to illegal activities like possible settlements, then it could freeze its funds and tax exempt status revoked but US Gov. has turned a blind eye on this so far due to political pressure from Jewish groups and their lobbies.
