Lebanon 1973 & 2006 is evidence Israel does get complacent. The politicians and even some in the miltary establishment keep looking back to 1967 and take the attitude the very fact this is Israel means we are and always will be unbeatble. In 1973 we were complacent and we paid for it in soldiers lives as we had to go on the defensive instead of pre empting an obvious threat. . Before Lebanon it had been nearly 20 years since Israel had a full scale conventional war. The result was the politicians started saying well why spend money on the IDF all we need is an anti terror force these days because conventional war is a thing of the past. So political attitude became if we only need an anti terror force which can operate on a shoe string budget then we can use the militaries share of the budget as a money pot to finance other projects. Result is the military budget was cut nearly annually and the IDF no longer had the money to do what they needed. Reserves were no longer called up for regular training so people got out of shape & skills forgoton. The IDF did not invest in upgrading the armour on older tanks like the Merkava 2 so they were no match for modern anti tank missiles like the Kornet. Barak tried to kill the Merkava 3 when he was PM saying the age of tank warfare is over & this is coming from one of the most decorated generals in the IDF. So when even the most experienced generals think the age of old fashiond wars is over you know you got a problem. The success of 1967 & the fact there had been no cinventional wars since Lebanon 1 in the 80s worked against us in the end because soliders & politicians started believing in legends instead of focussing on the future. We had another example with the forrest fire. For decades succesive governments under invested in the fire service. Dan Halutz retired the entire fire fighting helicopter fleet to save money. We had a fire we couldn't control Bibi and everybody else in the government were saying how we must make sure the fire service get anything they need after this. Come budget day and the fire service were once again having to get down on their hands and knees and beg for planes the government no longer wanted to buy. I think the fact there was all this international cooperation made the government complacent and the attitude became lets keep spending to a minimum if we get into trouble again the rest of the world will rush to our rescue so why waste money on having the capability to fight our own fires? Israel does have a real problem with complacency mainly I think because that allows politicians to justify not spending money.
