It's disputed territory and there has always been a Jewish presence in this area. Settlements are neighborhoods which Israel has every right to build. The Palestinians are obviously in no hurry to resolve this dispute and life goes on.

You are right it "has never been ... occupied" by Israel. It was occupied by the Ottomans and then Jordanians. According to all legal documents, treaties, etc. The area known as the West Bank is Disputed Territory. It was never Palestinian, there never was a self governed country called Palestine. Any development in this area is both legal and moral as it was land liberated in a defensive war.
