I think the answer is because no one really wants to have a situation where the hangman is the busiest person in all of Israel. No matter how richly terrorists deserve execution, I do not want to see Israel vie with the likes of Iran, Saudi Arabia and China for the distinction of which country executes the most people. What we SHOULD do is put them into solitary confinement, no visitors permitted except their lawyers, no perks, no televisions, no cell phones, only a Qu'uran for reading material, locked up 23.5 hours per day, with only one-half hour solitary exercise in a fenced enclosure. Cruel and unusual? No. Certainly not any more cruel or unusual than the circumstances in which Corporal Shalit is detained. Execution? No. We are not the Chinese and we are definitely not the Iranians or the Saudis. I take a considerable amount of pride in that.
