1) How do you know he belongs to a "terrorist" group? Maybe he was a pissed of PA policeman. No group has claimed responsibility. (And even if one did, he still wouldn't be a terrorist under any reasonable definition.)
2) What checkpoint? Just because YNET posts an archive photo of a random checkpoint at the top of the story doesn't mean this happened at a checkpoint. (Read the story: the incident happened at a "fortified IDF post"). And even if it DID happen with civilians around, your definition would then mean that all armies (including the IDF) that fire weapons near civilians are "terrorists." This guy's goal was to kill soldiers, not terrorize fellow Palestinians.
