Jerusalem is Israel's Capital, and PA has no authority there, certainly not without a peace treaty, which they consistently refuse to negotiate.

Foreign and local Palestinians buy land in Jaffa (part of tel aviv) and I have Palestinian business neighbors in Tel Aviv who own their businesses. There is no law against Palestinians buying land in most of Israel. Only in small communities are allowed to not sell land based on stupid rules of "incongruence" which should be outlawed. The majority of residential properties in Israel can be bought by anyone.
