This entire issue of the settlements has been caused by O's mistaken attack on Israel and settlements for the past 2 years. Abbas, foolishly, followed O up the tree. Now that O has come down from that tree Abbas is still stuck up the tree. If O hadn't focussed on this issue then this wouldn't have come to pass. Most likely there will be no progress in peace negotiations as long as O is in the WH. Note that Rice doesn't say that the settlements are illegal, only that they lack legitimacy. She's right that they're not illegal. They are a stumbling block though, certainly. And that is the reason that so many countries want to say that they're illegal, even though there's no real basis for that statement under international law.
