Egypt currently has a pro west military government so politics can stay out of it. All thats needed is for Egypt to operate a no fly zone in Libya. Let them use their F16s for something other than threatening Israel. The Libyan public will be delighted so the only person who will condemn it is Gaddafi and his supporters. NATO represents western imperialism which will make good political capital for Gaddafi. Egypt represents the Arab League of which Libya is a member of. Destroy the air force and Libya has only the ground troops some are loyal to him some are not. If there is no air cover it may encourage the ones who are not loyal to him to go on the run. At the same time get the Arab League to try and call for a tribal unity government to topple Gaddafi. Operate a forgive and forget policy and Gaddafi's tribe will play ball. This way you avoid a civi war but afterwards the west should not push for democracy. If this tribal government is stable let them keep it thats their culture. If they want democracy they will work something out without western encuragement.

all you have to look at are the results of nato interventions in such places as yugoslavia (no more) and afghanistan (they wag sticks only). nato = very messy aftermaths.

and they wouldn't want ot upset the jihadists in NATO (Turkey).

Before a shot was even fired the NATO Neville Chamberlain Army has given Gaddafi the green light to do as he wishes. You are right; this is a good test case for the Arab League. If the AL truly cares for its own, it will handle these crises without involving the infidels. No need to blame the rest of the world for “not caring”.
