Now I'd like to propose a vote for every EU citizen to have a say in whether one gets in or neither. If Brussels doesn't allow us to say neither, then my vote goes for Gadaffi, 'cos Libya has oil.

Of course the purpose of NATO is the protection of the interests of the US, and all other member states. And the protection of Israel's interest is both a strategic and moral imperative of the US. This means that NATO cannot take on an unneeded additional member who does not support the interests of the US and of the US's ally, Israel.
