Israel had a chance to release him in the Cast Lead operation, but Israeli leaders decided to stop the operation before Shalit was released. Israel could have built Jewish homes in Judea and Samaria until Shalit was released but the government refused. Shalit was doomed because Israel's government chose to doom him, no other reason.
