45 countries offered USAR teams but Japan has only requested teams from Australia , South Korea, New Zealand and America. There is no suggestion that an Israeli team would ''get in the way'' as you put it. That is rubbish

In reports on the CC quake Ynet carried a couple of stories which suggested NZ was sub-standard in its rescue expertise. It's odd therefore that out of 45 countries Japan would specifically request help from only New Zealand and 3 other countries.
