It definitely cultural, besides the "culture of death" mentality that exists in your part of the world today. Plus as we all know it's nothing new and really has nothing to do with Israel, that is just the modern day excuse.
Lets play a game, we'll call it guess who said it: The Quote:

The funny thing is, it was said in 1795 to Thomas Jefferson and John Adams during the first Barbary Coast War. So we know the philosophy certainly isn't new, just the targets change through time.
The Muslims forced countries like the USA, France etc. to pay a tribute to their countries so the Muslim pirates would not attack their countries ships, the tribute was paid. The ships were attacked anyway and the crews kidnapped sold for ransom. Remind you of anything? Shalit for instance.
Yes it certainly is cultural and we don't understand. We need the same solution used then used now. A total war that soundly defeats the enemy.
