Last time I checked, Iran is allowed to travel from point A to point B in international waters and it isn't "smuggling." Israel may not like it, but that doesn't make it illegal nor does it give Israel a right to seize an Iran boat in international waters. That is a provocation to IRAN. Imagine if Iran seized an Israeli warship, carrying weapons to Saudi Arabia or an enemy of Iran? Israel would probably bomb Iran in retaliation.
