Perhaps the guide should have checked that everything was in order. In any case, they could have continued on to Kever Rachel, even if they couldn't go to Bethlehem itself. Anyway, I'm not sure I understand why she couldn't go to Bethlehem. Israelis can't go there, but foreigners can. Maybe she had other reasons why she couldn't continue her tour there.

1. Israeli tourguides may enter Bethlehem 2. Foreign Passport holders may enter Bethlehem but if they are Foreign Dignataries it is usual and customary to make arrangements in advance. 3. Mrs. Palin has been insisting the entire time that she is on a private visit so it is her responsibility to check not her tour guide's responsibility especially since she refuses to give details of her itinerary to ANYONE! So please don't make excuses for Mrs. Palin it is clear that all we need to do to understand her is remove the "l" from her name and then we realize that she's Mrs. Pain!
