That's the real reason Assad is desparate to get back the Golan. Has nothing to due with the argument of legalities or even the population of the Golan, and certainly not due to arguments on historical nature of the Golan. It's water! Plain and simple. Assad mis-managed the water supplies and agricultural land, after Turkey put the squeeze to the Syrians by placing dams upriver and slowing water flow. Now, Assad threatens war and demands not only the Golan, which feeds water into the Sea of Galilee, but also rights to the main water supply to Israel, which Syria never had before. How to solve this? Israel, work with the opposition, bring down Assad, then offer to set up desalination plants around Haifa and run the pipes into Damascus along with the refurbished train line.

They will not intervene, since Syria has no oil to speak of. Lybia, on the other hand, has vast oil reserves for which France (Total Fina), the British(BP) and Italy (ENI) have signed exploitation contracts.
