It's a strange policy- to announce that the enemy can decide when to fight and when not to. So far, Hamas calls for cease fires after it strikes and doesn't honor them afterwards anyway. Israel should establish its own policy focused on eliminating threats of violence. Israel should pursue that policy irregardless of the waxing and waning of individual battles.
