No surprises here! Israel as the occupying power is obligated to provide the basic infrastructure in the occupied territory as a minimal requirement of the fourth Geneva Convention, and the Palestinianians can't do that when the Israelis hold back their tax revenues. Steinitz can whine all he likes, but when Hamas is the democratically elected government in Gaza, and gets it fair share of the tax revenue, then I don't suppose the Hamas people care too much..

Apparently, the alternative prospect of Iranian funding of the PA brought some sanity to the Israeli government. It did not look like Steinitz could recreate the Palestinian schism. And the PA did make it clear that it would forgo US funding. Take away US funding and PA tax revenues and either the Israeli taxpayer pays or somebody else steps into the breech. With the Gaza schism, that was somebody Iran.
