The military laser satelites pulse a beam down the the water, for a hurricane, or over land for a tornado. The electrons from the sun in the upper atmosphere follows the laser beam down. They pulse this in a circular pattern getting a rotation going and once it gets started, it then feeds itself like a natural storm. You then use the laser to guide it were you want it to go by pulsing the laser on the outer edge of the storm. Can Ahmedinejad document his statement in such a manner that it would pass peer review for, say, publication in a journal of the World Meteorological Organization? He is an engineer, and knows the requisite math, so why doesn't he submit a paper? I have a sneaking feeling, however, that his paper would not pass peer review, but of course that's just my personal opinion.

It is apparent that you either can't READ or you have a comprehension problem with language!!! There is a degree of sense in what Ahmadinejad claims insofar as most of the pollution that is creating changes in weather patterns is spewed into the atmosphere by industries in the west. China also is contributing. Iran's desire to generate electricity by using nuclear power, which is hindered by western paranoia, is to be applauded as Iran would do their bit in reducing greenhouse gasses.

I haven't found any reasonably credible sources to verify what you said. Also, I haven't found any mention of similar developments in any other area of meteorology.
