Israel already offered 100% of the Gaza and well over 90% of the West Bank with some land swaps, the deal was turned down, by the Arabs Plus we have four addition points, 1) recognition of Israel by the new unity government (including Hamas) 2) forfeiture of the return of Pal refugees; 3) the IDF presence and control of the Jordan river 4) Renounce terrorism, violence and incitement against Israel. Without a prior agreement that includes these points BEFORE any New Arab entity would be considered, it's just a distraction, and not a serious offer by the Arabs. . After all it's Israel that's taking the chance, not the Arabs. Israel is giving up something real (Land), while the Arabs are just offering their word, big deal.
