I don't know about elsewhere, but the supposed majority rule is the result of less than 30% of the registered voters turning out. The %age of eligible voters who are actually registered is also far below 100%. Voter apathy is killing my country because people think its all about $$$$$, and they're probably right, but I will vote every election because its my civic duty.
