I read the way this index is assembled...the whole thing is flawed...it emphasizes "negative peace"...that is, the kind of peace that is produced by the absence of outright violence...even if it's the kind of peace produced by a totalitarian regime that keeps its people subjected.

it measures everything from number of women in parliament to level of military sophistication to school leaving age to amount of GDP spent on defence and a hundred other semi random variables. It does not measure aggression , peace. the liklihood of getting blown up next week or anything else

Besides Israel can't end the occupation until Palestinians accept a peace agreement, and it's not as if Israel chose to be occupiers, Israel has several times offer the land back to Jordan and Egypt and they refused, Israel is stuck in a position as occupier and the Palestinian Government is milking it or every cent it's worth, remember in 2006 and it showed that the PLO was pocketing over 90% of foreign aid well blaming Israel for there peoples poverty, which is the sole reason why Hamas won elections

Actually the Palestinians voted for Hamas because the PLO was exposed as keeping over 90% of foreign aid for themselves, This was the main issue in the Palestinian elections which garnered Hamas so much support which basically came out of left field in the elections
