1. And what of those *other* sites barred to IAEA inspectors?

The bombed site is not the only one of concern. Intelligence has identified at least three more sites that appear to have nuclear import. But Syria has barred any inspection of those sites as well. If they're not opened up too, the UNSC must move forward with sanctions.
2. PERVERSION AT THE UN, NORMAL

They've had three years to attempt to hide, conceal or cover up the evidence at that site. As post #1 points out, there are at least three other sites of concern. Are those open as well? Even if they are big deal, we already know Syria was lying, so why trade what Syria should have been doing all along, for NOT condemning Syria for the brutality they've inflicted on their own people? These are some deviant, sick puppies we have to deal with. They want to trade what Syria should have done three years ago, for permission to kill and torture their people, without world condemnation? What a sick world we live in, and the Syrian cynicism is truly repulsive. Will the UN agree to these outrageous demands? Anyone wanna take bets? The double standard in the UN is so blatant, obvious and perverted, does anybody even wonder why Israel has no faith in the UN's objectivity when it comes to judging Israel? Seriously? How can Arab countries get away with proven brutality towards their own people, with nearly no action, or slow as molasses response's. Yet Israel when defending itself against unprovoked attacks against civilians, get immediate condemnations from the UN? In fact, as we see here, Syria is bold and comfortable enough to barter with the UN, to NOT pass anything that would condemn Syria, WOW! Talk about total Arab/Muslim control of the UN, what better example could you have?
3. Israel can present evidence, then it will be guilty verdict.
