The result of this transfer will be a state of constant urban warfare such as occured in Baghdad during 2004-2007, where the green-zone and other areas populated by coalition personnel were under constant threat of sniper and mortar fire from nearby residential neigborhoods, and required at least round-the-clock sentries, patrols, and supressive artilery fire to remain functional (that's assuming nobody tried to block supply routes, storm the perimeter, or launch mid-range or long-range missles).

This is one of the silliest suggestions I've heard. Jerusalem is the capital of Israel and has been for more than 3,000 years. Compromise is ridiculous.
