Seems to me that state should collect damages from the guilty party, not the State. If the guilty party has no money he can deposit one testicle in its stead. The remaining one is a reminder that it may also be used for 'compensation ". The guilty must pay all the damages, costs and court costs. Unless it is expensive for the accused, this wont help.

takes away some of the fury of gasoline being thrown on the fire of not getting paid by an assailant after a court orders payment. $6,000. is not much for a victim of sexual abuse to get. It should be far more. The way to stop rape is the Bible way: the rapist must marry the rapee unless hte rapee or the rapee's father objects to that. Then there can never be a divorce since the rapist humbled the rapee. But, if the rapee or the rapee's father objects to a marriage, then the death penalty for the rapist is the old fashioned way to stop rape. I read a few days ago about a 3 year old girl named Sophia Acosta who died being raped in the anus by her mother's boyfriend. How could the mother be compensated for the death of her child with $6,000? That is a grossly inadequate amount for compensation to a rape victim or the victim's family.
