Forgetting the importance of Jerusalem for a moment I would love to know how you can practically have one city as the capital of two states. First you need to consider freedom of movement and security. If the city is going to be an open city then how are we going to stop terrorists or illegals coming from the palestinian side of Jerusalem with a bomb, walk into the Israeli half of the city and then get the first bus to Tel Aviv where he blows himself up? There is no way Israel can control its border if its an open city. The other option is a city thats physically divided which means barriers and checkpoints all over the city which will make everyday life a nightmare. Who do you pay your municipal taxes to? Mr Abdullah & Mr Cohen live round the corner from each other but legally in different countries who do they pay municipal tax to if its diifferent countries but same city? What happens to business? I assume the palestinian state will be using its own currency which will of course be worth less than the Shekel. If you have one city as the capital of two states then its going to mean all businesses will need to mark up everything in both currencies which means the complications of tracking exchange rates. It will also mean that the palestinian currency needs to be just as much an official currency in Israel as the Shekel so people don't find their paycheck is only useful in one part of Jerusalem. Will post codes be affected? If I am writing a letter from abroad will it matter if I wrote Jerusalem, Israel or Jerusalem, Palestine?. Who pays for public transport? The Jerusalem light rail will go through areas which would be in the palestiinian state as well as Israel so would we be able to demand the palestiians state contribute towards its upkeep because they use the service. Who is going to decide about events that take place in the city? On Yom Hatzmaut will certain neighborhoods be out of bounds for celebrating because Yom Hatzmaut will always be nakba day for the arabs and they wont want flag waving in their neighborhoods. If parts of the city are off limits then its not an open city. The light raili construction has been a fiasco.... if we had been sharing responibility for the city could the palestinians have decided they want the project canceled because its causing to much disruption can they force Israel to kill the project? Law enforcement... I imagine both countries will have different laws so what happens if you do something thats perfectly legal in one country but illegal in the other? Also who decides where criminals stand trial? If somebody robs a house in Silwan will I face a different legal system to if they rob a house in Katamon? That doesn't even include the Old City. The arab plan is Israel is allowed to keep the Jewish Quarter and they get the rest. Visitors will have to exit by the same gate they entered to make sure they don't end up in the wrong country. Rules like that don't exactly make the place very tourist friendly. Dividing the city might be a great victory for the palestinian politicians but both Jews and arabs who live and work in Jerusalem will suffer as a result. Its a shame Mr Spock doesn't use more of that famous logic of his.

After the 1967 war the boundaries of East Jersualem were extended to encompass a lot of territory. Clearly giving up any part of the Old City would be a terrible mistake. But giving up some of the outlying areas of East Jerusalem would not be a bad idea. This would leave fewer Palestinians within the city boundaries and would meet the Palestinian demand for a capital in Jerusalem.
