If he was so cowardly that he wouldn't join the US military while it was actively engaged, but instead joined the Israeli 'occupation' forces, then he should not be assisted by the US in any way. Let him rot. Attempting to use US citizenship, while fighting and allegedly spying for Israel, should be all that is necessary for him to be deemed an Israeli citizen, not an American.
