Jerusalem is located within the tribal territory of Judah. After 10 tribes of Israel were taken to exile, even though it is true, that the tribe of Levi did the temple service (Kohanim and Leviim), men, most of tribe of Judah, prayed in the court of Israel. Israel must give 'backup' to the temple service.

Jerusalem was the capital of the Judah territory, most of the Temple Mount included. But the Temple itself was divided : the biggest part with the outer courts was in Judah but the holier ones, those reserved to cohanim and leviim including the Holy of Holies were on Binyamin Territory. The Lion befit because it's the seal of the judea royal lineage who was supposed to reign over all Eretz Israel.

Why does this phase keep on coming up? There hasn't been another revelation since Sinai. This implies the Chumash is dated. Can we please stop this?
