It's a colloquial way of indicating the sherut bitachon or shin bet, the security services. But this sex crime was a normal case for the mishtara, the police.

I counter, Haim, that it is becoming more common within the the Haredi community, but it is more likely and thankfully being reported more often. This kind of crime should never be tolerated in any community. I suspect that the power heirarchy of this patriarchal society intimidates a lot of young victims from coming forward, and so that dishonor does not taint the community, the perpetrators are run out of town to then go onto another community where they can prey on other young victims.
