I just researched this. You - and the European Union - are correct. Of the hundreds of incidents of Islamic terrorism in 2009, only one was committed in Europe. Two were committed in the USA, resulting in multiple murders of Americans, and about a dozen in Russia by Chechens in their efforts to establish an independent Islamic state.
