Is there 1 (one) naval officer or soldier in the navy for that matter with tzitzit? If not why not? Is the Israeli Navy an anti-Jewish organization that does not allow Jewish practices?

In Israel, you have majors, lieutenant-colonels, colonels and generals in the navy. I think Israel is not the only country; China does the same, I believe.
The bigger insult however is news media that refer to the Armed Forces of any country as being "the army" - as in, "the US army chief Admiral Mike Mullen" (when he was head of the Joint Chiefs of Staff). That is outrageous for real.

9. 1 Scott, USA: Some countries like Israel and Canada have
flag officers who are called generals no matter if they are a flag of the Navy, Army, or Air Force aspect of the Armed Forces. Combining the services is a cost saving measure to prevent redundancy and interservice rivalries.
