Yes, many are ex-military, essentially everyone is suppose to be ex-military or active duty, however, this isn't the US. You can't pick up a gun at the nearest Walmart, not many carry a sidearm and even less are permitted to use deadly force.

It's a good question, but it seems he stole a taxi, I don't think stealing a car (even a taxi) is any big deal, and would start any kind of dragnet, for that alone. Nobody knew he was a terrorist, and that his goal was to kill Jewish people, for shear hate taught to him since birth. Then he apparently drove to the club, and just drove into a crowd, jumped out the taxi and started stabbing people. Now think about it, if anybody...even here in the USA...just drove into a crowd at a nightclub (for no apparent reason known at the time), jumped out of his car, and started stabbing people, how long would it take to bring him down? In an incident such as this, although a lone wolf, he may have had assistance getting to the point of the attack and it is best not to kill the terrorist as he may be able to provide any type of Intel.
