Of course, if they do, and Qassams and Grads keep flying, Egypt becomes subject to the current jus cogens law against supporing terrorism, as well as materially breaching Camp David by its support of terrorism. A true form of "collective punishment" besides the fact that it already is a "war crime". is the intentional targeting of civilians. By all accepted norms, the rockets from Gaza that intentionally target civilians is a "war crime". Add to that, 24 people have been killed, hundreds wounded, and entire towns, men, women, children, senior citizens have been forced to live in bomb shelters. Forced to live in fear of their lives. Now wouldn't that be considered "collective punishment"? If not, why not?
