What he should have said is that once new borders are agreed upon settlers wishing to maintain Israeli citizenship will be repatriated to Israel and that others may apply for Palestinian citizenship to be granted on a case by case basis by the Palestinian government. The obvious trade off is that returning Palestinians can return only within the borders of Palestine. Israeli Arabs are citizens of Israel and are not subject to any change in status under an agreement and allowing dual citizenship for Arabs or Jews invites future conflict. So let's be honest and admit that the Retention of settlers in place is as unworkable as a Palestinian right of return to Israel or the expulsion of Israeli Arabs. We must seek fair compromise not some absolute justice.

You can get Israeli citizenship even if your are not Jewish. For instance thousands of Palestinians got Israeli citizenship when they married Israeli Arabs. The only difference is that it is more expensive if you are not Jewish and it takes longer.
