That is a euphemism for a colony, built in violation of international law (4th Geneva Conventions) in occupied Palestinian territory.

Kiryat Arba was a village long before "Palestinians" arrived and kicked the Jews out. The current town was rebuilt after the Six-Day War, and those who moved there had been kicked out by Arabs in 1929 and their descendents.

As usual you are wrong. Judea and Samaria constitute non-sovereign territory which Israel acquired in the course of fighting a defensive war against Jordan. Israel is free to settle, retain and annex the West Bank. In fact, if the ersatz "Palestinians" keep up with their United Nations absurdity (the General Assembly has no enforcement powers and its resolutions are merely recommendations; they are nonbinding), Israel's response will be to annex Judea and Samaria and repatriate its Arab residents to Jordan, country of their citizenship, thanks to Jordan's Citizenship Law of 1954. If you were any dumber, you'd need to watered twice a week.
