These goods can be imported via land, thus leading to tax and customs duty for the PA. Smuggling these goods is nothing but tax evasion.

the IDF only realized it was tobacco after boarding and taking possession of the contraband. That's exactly what the IDF is supposed to be doing per Intl Law. It's not about the tobacco itself. These criminals could give intelligence on the smuggling routes and weapons being smuggled into Gaza by criminals like them, so the move by the IDF was totally justified. Maybe they'll hand the tobacco to the UN to send into Gaza. Israel doesn't put tariffs on such products.
