Read Torah in its original words of Devarim and you will see, you chose it from your law abiding actions you don't just stand there and get one.

The Torah speaks of the people blessing and cursing. Choose death is not to be blessed under any circumstance by anyone who claims they are acting on G-d's behalf.
Do the kohen's ever separate the crowd and only bless the good people? Would they even know how to identify a good person when they find one? A bad person? I don't think so. They just look for those like themselves regardless of sin.
