Step 1: figure out how long it takes the standard permitting/review process to take for new construction Step 2: State unequivocally that there will be no active construction during the period equal to that required for the standard permitting process that always has to take place. The wording is very important. Step 3: After the permitting/review period has expired, so does the fake "freeze", and construction continues unimpeded Step 4: When the US/EU/British/Russians/Nazis come back, tell them to go to hell, and that they should perhaps explore a Palestinian state on their own territory. By then their economies will have de-evolved into nothing and they won't mater anymore anyways.

Now, that would've been an honest effort!
