There is no such thing as historic Palestine. As late as 1946, Palestine meant Jewish Palestine, and a Palestinian was a Jew. Israel has never been under Palestinian rule, neither Jewish nor Muslim. It was under Ottoman rule until from 1516 to 1917, then a British protectorate, and since 1947, an independent state. Palestine was nearly empty of population during Turkish rule, although a very small number of Jews have always lived in Israel. A very small number of Arabs also lived in Israel during the Turkish period (the Ottomans did not like Arabs and were unkind to them). Many other very small groups (Georgian Christians, Armenian Christians, Circassian Muslims, etc) also lived in Israel. Jewish immigration stated in 1840, but gained traction in the 1890s. Arabs followed, drawn by new opportunities for work. There was no independent rule anywhere in the region since the Hasmonean kingdom, which fell in the year 64 of the common era until 1947. There is no such thing as historic Palestine.

Have you ever seen a copy of the original Roman map of Palestine. Aside from the lands of UN partition Palestine included Jordon, parts of Syria,and parts of Lebanon. Palestine was a much larger area of land. But since the Romans left Palestine it has been carved up and borders have changed several times. Modern Israel and Palestine need to either negotiate the final borders or continue to wage war.
