There's not much the Police can do if (1) formal complaints are not laid (2) the people who support these shops will not support the police when they do investigate. Modesty through the ages has always been defined by different people in different ways and has changed over time and place. These so called orthodox have fixed the definition of modesty based on a long ago concept. The question really is are these people really Torah observant Jews or are they just a irreligious sect masquerading as ultra orthodox.
