Congress has done that lots of times in the past. It is done by Congressional Resolution and does not require a Presidential signature. There is a political game going on and we actually know it. If the permanent members of the UNSC agree on substantial sanctions, it will not stop Iran from reaching its goal of a nuke. The real and much bigger problem is, that the U.S. will be leaving Iraq by the end of the year. Iran then will try to deliver the nuke via proxy, even if Israel manages to blast Iran's MRBMs there are still good chances to deliver it with one out of Syria's or Hezbollah's arsenal. There is a known way to disaster and this way always worked. If you ignore the danger and don't use all options from the very beginning but hesitate and only, after you cannot avoid it any longer choose a slightly stronger option to fight a problem..... So Israel really has a large number of military options and they must all be considered and non of them must be ruled out in order to address potential issues, that might come up during an operation against Iran. The real danger I see, is that many jet fighters of the IAF will be on their way to Iran, just over it or on their way back. So they will be on a mission, which makes them unavailable for several hours and of course, the jets will have to undergo maintenance. During this time, we will have limited capabilities against Hezbollah, Syria and Gaza. This means, that Israel needs other options that will either be unacceptable for Hezbollah, Syria or the terrorists in Gaza or that just put out the fire, without asking the terrorists whether they like it.

Declaring war is a Congressional function. Its right there in the Constitution. Then tell your Congressman how to pay for the war, whose taxes should be raised. Right now under the deal cut last August, the Defense Budget is scheduled for a 10% cut, even in the bomb budget, right along with the food and fuel budget for the people fighting the war. The trigger is November 23, this year for the cuts. Tell your Congressman also to talk to the Dems since they have votes that might be needed.
