Outside the Middle East the Shahab 3 is only a threat to a small number of European countries so most of the western world is safe from Iranian missile attacks. Once we start talking ICBMS that can hit major western powers, especially the nuclear powers then attitudes will start changing. As long as they are not under threat the west can live with a nuclear Iran but when they have Iranian missiles with nuclear warheads aimed at their capital cities then its a whole different ballgame and they won't be so keen on the ideas of allowing Iran to get nukes. For now the west can turn a blind eye to Iran because they don't want military action out of fear of how it will effect their economies and for Obama his election hopes long term though the only practical solution is an attack by the US and NATO.
