I think Russia and China oppose sanctions primarily because from their perspective, Assad is doing nothing wrong. Even if the number were 1,000,000 murdered, Russia and China have the perspective that it is the right of any autocratic government to do whatever it wants internally and that it is no other country's concern. They are preserving their own right to commit mass murder. Remember Stalin's dictum that a dead person is a tragedy; a million dead is a statistic.
