I entirely agree with you about the issue of Neve-Yakov not being included on the route. Neve-Yakov is hardly a small remote outpost in the middle of nowhere, its been around alot longer than any plans to build the light rail and If busses will go there why not the train? Its all supposed to be PUBLIC TRANSPORT and considering the train stops at least twice in the Shuafat area there really is no justification for skipping Neve-Yakov. It can't be about politics and the idea of occupied territory because it does stop in Pisagat Ze'ev and beyond. ISRAELI LOGIC!
