1. just a temporary setback for Bibi

Once the contracts are signed and Israel has paid a deposit the funds to the PA will dry up again. I dare Angela Merkal to tell the makers of the sub HDW the deal is off over PA funds. She would have to return Israel's money, compensate HDW and she is going to look very bad in the eyes of the Jewish community. For now Bibi will release funds and probably in dribs and drabs rather than big pay outs and when the contracts are signed and money exchanged it will be frozen again and hopefully given to the IDF to buy equipment to protect Israel from the palestinians.

"Once the contracts are signed and Israel has paid a deposit the funds to the PA will dry up again." Yes, and Germany will feel that Mr. Netanyahu has betrayed them, Israel will be a little bit more isolated than it already is and this goes on and on and on. This 'strategy' might work today to get a new sub and probably also tomorrow, but what will be in ten or twenty years? I am very sure that Mr. Netanyahu has no plan at all. He destroys your country's name and credibility, but some of you folks either don't get it or don't care (anymore).

Your deutschland is not an example of fairplay, not today and not yesterday historically speaking. And concerning the matter treated your government blackmailed Israel into ceding to a terror organization because of minor (in comparison) German interests. May deutschland reap what she sow once for all.

It's a small price to pay when you think about it. Funds can just be withheld at a much later date. No permanent loss here. It's a small price to pay for high-quality German engineering. I know the mayor of Kiel is especially happy about this.
