There already is a new luxury hotel in Mitzpe Ramon. Its called Beresheet - Mitspe Ramon and is run by Istrotel Exclusive Collection. There are also more affordable but also very nice, especially by Israeli standards, hotels such as the Isrotel Mitzpe Ramon Inn & Hotel and the Ramon Suites Hotel. All of these have been built with in the last 3 years or so and have just recently been completed.
