From what the pic shows, the soldiers look pretty happy to have donuts, and to be remembered on Hanukah, while the average secular Israeli is more interested in x-mas present and wearing santa hats in tel-aviv then with the story and memory of what this chag is. If a commander can order religious soldiers to go to a concert with women singing then a commander can order soldiers to go learn Torah. Perhaps the solution is commanders stick to ordering soldiers to do their jobs as soldiers and let them decide if they want to go to concerts or lectures on their own.
